PayPal plans to double its staff in Asia to 2,000 employees by the end of the year. The online payment business’ Asian volume rose 38 percent in 2009 to more than $6 billion.

Separately, PayPal announced an agreement with China UnionPay, the country’s national bankcard association. Its 2.1 billion members will be able to use PayPal to shop online and make payments to overseas retailers.
