ECB aid for addicted banks must not be free lunch

The central bank may provide mediumterm funding to struggling lenders. That would allow the ECB to normalise its liquidity operations, while letting banks in peripheral states shrink their balance sheets more slowly. But those who tap it must have their feet held to the fire.
