Lloyds' revamp should start with a bad bank

The UK bank's new boss is considering shifting its most toxic loans into a separate division. Segregating core assets from the legacy of its HBOS deal will improve clarity and help Lloyds shrink its balance sheet. But investors will need other reassurances to calm recent jitters.
