The government cannot afford to pay much more than its current offer of 25% of the value of its debt. And it may pay nothing to refuseniks. The time to complain about Argentine debt policy was in the 1990s, when the country was recklessly borrowing. It s too late now. The government has upset investors by offering only 25% of the value of their debt. And it may pay nothing to refuseniks.
