Regulators' dilemma

The bank may trade London for Manhattan if UK capital charges go too high. Funnily enough, U.S. banks complain new rules give Europeans the upper hand. Most of this is saberrattling, but it highlights the risks of watchdogs clamping down without some global harmonization.
