Ratings addiction

They’ve been branded essential cogs in the wheel of financial destruction. But raters are on the mend, as shown by S&P’s 2010 results and Moody’s forecasts. Resurgent markets help. But policymakers, especially the gnomes of Basel, have failed to dilute their influence.
