The ECB trimmed its key interest rate to 2%, well above the US Fed’s 00.25% target range. That matches France and Germany’s caution on fiscal stimulus. If it lasts, Europe’s restraint will produce a smaller quick boost. But it could make the longerterm recovery less vulnerable.
