The country has reduced its fiscal deficit by 6 pct of GDP; no wonder it feels Moody’s gloom is unfair. But more cuts are needed. Investors rightly see a debt restructuring as highly likely. And even if Greece capitulates, it will still be uncompetitive and will struggle to grow.
