Dublin is appealing EU demands for the U.S. tech giant to pay the country 13 bln euros in back taxes. Perverse rules benefit multinationals. But if Donald Trump reformed laws as well as letting U.S. firms repatriate cash, countries would struggle to offer near-zero tax bills.
