A costly missed chance

Bank of Japan board member Atsushi Mizuno said that the central bank could raise the overnight interest rate, even if the US Fed cuts. But retail sales tumbled in July, deflation still stalks, and growth is weaker. Japan may have missed its best chance to get rates up.
