A heavily discounted £13.5bln rights issue will let the UK bank avoid the state s costly insurance scheme. As the crisis fades, Lloyds can move forward, even into capital markets. That sounds risky, but a joint venture with a UK broker could be a postrecession winner for Lloyds.
