Change but no progress

Recent successes for the former ruling PRI in local elections suggest the old statist gang could retake control of Mexico in 2012. GDP fell 6.5 pct in 2009, and growing drug violence is hindering the bounceback. Mexico needs drastic economic reform, and won’t get it soon.
