Ollanta Humala promises Lula’s Brazil, ushering in growth despite leftwing tendencies. But investors expect something more like Chavez’ Venezuela. Peruvians missed a chance to reinforce freemarket wealth, and instead should brace for an unhappy turn of the commodity cycle.
