The Spanish oil group’s top shareholder, Sacyr, has accused it of being too mean in cutting the dividend. But Repsol clearly couldn’t afford the payout. Even now, it needs to increase debt to sustain investment. And it may yet have to sell its YPF unit or its Gas Natural stake.
