Demand for the country’s first sovereign eurobond in a decade looks strong. Why not? Sovereign debt owned by foreigners comes to only 3 percent of GDP. But with excessive spending and half the government’s revenue coming from oil and gas, Russia’s fiscal position is sliding fast.
