The $550 mln settlement with Goldman Sachs hardly signals the start of a reign of terror by the Securities and Exchange Commission. But Wall Street’s cop badly needed a goal of any sort, even if it dribbled in. More importantly, the lawsuit gave a big assist to financial reform.
