Gyrations in the UK lender’s stock reflect the government’s interference. CEO Stephen Hester’s pre-privatisation exit makes sense, as does RBS’s plan to cut investment banking. The bank needs to get on with its window dressing. But more Treasury backseat driving won’t help.
