David Cameron, the UK prime minister, wanted manufacturing, exports and ’rebalancing’. But April’s trade deficit was the worst for seven years. Euro zone crisis is damaging UK growth. The government is pushing banks to lend more. But fiscal stimulus is likely to become necessary.
