President Nicolas Maduro has appointed a more market-friendly central bank chief. But his shift from the Hugo Chavez era is mostly superficial. Unless Maduro gives Eudomar Tovar power to introduce bigger changes, rampant inflation and dwindling reserves will inflict more pain.
